Cal State Fullerton is dedicated to providing an inclusive educational environment enriched by its diversity and global community.
We offer resources to support students, families, faculty and staff as immigration rules change. Many in our community have concerns about potential immigration enforcement on campus. This website offers guidance on responding to immigration officers, individual rights and available resources.
Important Facts to Know
The university does not share information with anyone, including law enforcement authorities, about immigration status, religion, nationality, ethnicity or other information about individual students and employees without a student or employee’s permission, unless presented with a judicially issued subpoena or other legally binding requirement. Immigration enforcement is the responsibility of U.S. Immigration and Customs Enforcement, not the university.
The following administrators in the university’s Office of Risk Management and Compliance are the only campus administrators who may verify the legality of any warrants, court orders and/or subpoenas or determine whether an immigration officer may access an area of the university.
- Anne Grogan, Compliance Manager
- John Beisner, Executive Director, Risk Management and Compliance
- Michael Coughlin, University Risk Manager
They can be reached at 657-278-7475 specifically for matters related to immigration and requests from immigration officers. This is a monitored line. If the contact occurs outside of business hours, call 657-278-7475 or the CSUF Police Department at 657-278-2515.
If an immigration officer asks you to identify a student or employee, requests employee or student records or information, or requests access to campus areas:
- Follow the instructions on the Immigration Protocol Card.
- Contact Risk Management at 657-278-7475.
Anne Grogan, John Beisner and Michael Coughlin in the Office of Risk Management and Compliance are the only designated campus officials who may respond to an immigration officer’s request. This is a monitored line; however, responses outside of the university’s business hours may be delayed.
Cal State Fullerton keeps student and personnel records private and will not share such information with immigration agencies unless legally compelled to do so.
The CSUF Police Department does not have responsibility for immigration enforcement.
Consistent with the approach of law enforcement agencies in Orange County (or California), it does not inquire about immigration status in the normal course of its duties and will not participate with other agencies in immigration enforcement activities unless legally required to do so.
